Rome is an inland city, so cruise ships cannot enter. It's similar to saying you're going to Seoul, South Korea, but actually landing at Incheon Airport. Therefore, Royal Caribbean cruises dock at the Civitavecchia port, about 50km from Rome.
Therefore, you need to choose a route where you land at "Leonardo da Vinci Airport (FCO)", go to "Rome", and then take a train to "Civitavecchia". Alternatively, you can use services like Klook, MyRealTrip, or Trip.com to book [airport ↔ Civitavecchia] shuttle services (it can be quite expensive).
Even within Civitavecchia, there's only one location where cruise ships dock. You can see the location on Google Maps below.

Escalators are needed due to high building ceilings.
To board the cruise, you need to go to Deck 5 (approximately the 5th floor). Since the building ceilings are very high, you'll need to use escalators.
An 18-story cruise ship... It's enough to get off on the 5th floor.
Civitavecchia Station is about 2km from the cruise terminal. It's a bit far to walk with luggage. Therefore, it's better to use a shuttle bus, especially in the summer... you won't be able to walk. (Although I did see some people walking...) It's too hot T_T
The shuttle bus operating between Civitavecchia Station and the cruise terminal is paid (as of August 2023). It costs €6 per person and must be paid in cash.
If you plan to stay in Civitavecchia, you can walk. Accommodation facilities are concentrated about 1km from the cruise terminal.
There's a shuttle bus that runs through the middle. It's not shown on Google Maps, but if I had to pinpoint it, it'sthis location.

If you're disembarking completely at Civitavecchia, not just for a port of call, Royal Caribbean Cruises provides a shuttle bus to the airport. To travel to Rome city center, it's more convenient to take the shuttle bus directly to the airport rather than struggling to reach it via a bus or train, going through Rome.
